Community Development Program
Threatened
Begun in 1974, the Community Development Block Grant (CDBG) is one of the oldest programs in HUD. The CDBG program provides annual grants to many different types of grantees through several programs. Recently President George Bush has proposed that this program be cut in its entirety.

This will SEVERELY impact the communities of the Mon Valley. Thus, SVCOG passed the following resolution supporting this vital program.
RESOLUTION IN SUPPORT OF THE FEDERAL
COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
Whereas, the federal Community Development Block Grant (CDBG) program is now in its 30th year, having been enacted by President Gerald Ford in 1974;
And Whereas, the Steel Valley Council of Governments (SVCOG) has been an active participant in the administration of this program over this same period;
And Whereas, SVCOG’s member municipalities of Braddock Hills, Clairton, Dravosburg, Duquesne, Homestead, Munhall, West Elizabeth, West Homestead and Whitaker and their citizens have benefited from the implementation of CDBG’s various projects, programs and activities;
And Whereas, in the last six years, our communities have received over $ 6.5 million in funding to support community improvement projects (averaging $ 1.1 million annually);
And Whereas, the above-mentioned water improvements, sewage improvements, street improvements, recreation improvements, human service improvements, economic development improvements, demolition improvements and other municipal infrastructure activities have greatly contributed to the quality of life for the residents of the Steel Valley;
And Whereas the elimination of this vital municipal program would cause great harm to our local governments ability to provide for the needs of our citizens;
Now therefore be it resolved that the Board of Directors of the Steel Valley Council of Governments joins the U. S. Conference of Mayors, the National Association of Counties, the National Association of Local Housing Finance Agencies and the National Association of Community Development Association in opposing President George W. Bush’s proposal to eliminate the CDBG program;
And furthermore the SVCOG Board supports the call to increase the annual appropriation to $ 5 Billion annually.
BE IT RESOLVED AND ENACTED, this 4th day of March, 2005 by the Board of Directors of the Steel Valley Council of Governments.
